Minutes after polls closed on Sunday, the head of the Russian Central Election Commission (CEC) said Putin was in the lead with 87.9% of the vote, with 24.4% of the count in. More constitutional changes in 2020 removed presidential term limits, potentially allowing Putin to stay in power until 2036. Russia also held the presidential election in four Ukrainian regions it annexed during its full-scaled invasion. APThe election comes after more than two years of war which have exacted huge costs on the Russian population. After the election, Russia is set to continue to press home its growing advantage in Ukraine.

Russia’s Central Election Commission (CEC) approved only three candidates to oppose Putin: Leonid Slutsky of the Liberal Democratic Party, Vladislav Davankov of the New People Party and Nikolay Kharitonov of the Communist Party. “A vote for Slutsky and LDPR is absolutely not a vote against Putin,” he said. Although the ruling United Russia party has declared its “full support” for the president, Putin is running as an independent candidate, placing himself above party politics. CNN —Belarusian President Alexander Lukashenko says he will run for another term in elections set to be held in 2025, a move likely to extend the long rule of a key ally of Russia’s Vladimir Putin. Lukashenko, while speaking to journalists at a polling station after voting in parliamentary and local council elections, was asked whether he planned to stand in the next contest. Lukashenko, who has ruled Belarus since 1994, will be confident of winning again, with votes in Belarus widely seen as neither free nor fair. The last presidential vote, in 2020, triggered riots when preliminary results showed Lukashenko had won in a landside victory. Tihkhanovskaya demanded a recount after the country’s Central Election Commission announced Lukashenko had won with 80.23% of the vote, while Tikhanovskaya stood at 9.9%.

CNN —When Russian opposition leader Alexey Navalny returned to Russia in 2021, there were many who feared he would face an untimely end. The Kremlin has said it is investigating the critic’s death, the circumstances of which were not immediately clear. Nemtsov’s death came two days before he was set to lead an opposition rally in the Russian capital. In palmier times, the leader of the Wagner group, Yevgeny V. Prigozhin, appeared at a Russian cultural center in the capital of the Central African Republic, sitting with schoolchildren and promising them free laptops. But Mr. Prigozhin’s death in August has rattled the mercenary group’s once-cozy relations with the Central African Republic, which is now weighing offers from Russia and Western countries, including the United States, to replace Wagner as its primary security guarantor. The outcome of this struggle could be a bellwether for the group’s future on the continent, where the Central African Republic is perhaps the most deeply enmeshed among the handful of African nations partnering with Wagner. The Russian Defense Ministry has sought to absorb some of Wagner’s activities, while preserving its influence and maintaining its wealth of knowledge about the continent. But a senior Western diplomat said that the uncertainty around Wagner in the Central African Republic provided a “window of opportunity” for the United States and France to counter Russian influence.

Moldova's President Maia Sandu addresses the 78th Session of the U.N. General Assembly in New York City, U.S., September 20, 2023. "Russia is going to increase its pressure on Moldova," Sandu told the FT. "They tried energy and they failed. Moldovans, she said, were entering the country with "bank cards that were issued in Dubai...they just distribute thousands of cards ...bank cards to people they wanted to bribe." Moldovan police on Friday said they had seized thousands of bank cards issued in Dubai due to be given to Shor's allies. "This is using bank cards instead of suitcases or black bags full of cash," Veronica Dragalin, head of Moldova's Anti-corruption prosecutors, told reporters.

CNN —Russian President Vladimir Putin suggested Thursday that it was not an “external” attack that crashed the plane carrying Wagner warlord Yevgeny Prigozhin in August, but hand grenades within the aircraft. Speaking at the Valdai Forum in Sochi, Putin said the “chairman of the investigative committee just reported a few days ago that the fragments of hand grenades were found in the bodies of the victims. A wreckage of the private jet is seen near the crash site in the Tver region, Russia, August 24, 2023. In June, Prigozhin and his Wagner troops seized key military sites and marched toward Moscow, where the Kremlin had deployed heavily armed troops to the streets. Peskov has denied claims that the Kremlin might have been involved in the plane’s demise, calling such speculation an “absolute lie.”

While Russia narrowly avoided what many feared could be a civil war, the violent clashes on Oct. 3-4, 1993, marked a watershed. The public feels scared and intimidated after years of sweeping Kremlin efforts to quash dissent, he said. As tensions soared, Yeltsin ordered the parliament disbanded, a move that Russia’s Constitutional Court declared illegal. Grigory Yavlinsky, a veteran politician who defied Yeltsin and later opposed Putin, described the 1993 events as a key moment that determined Russia’s post-Soviet history. “The result is … the system that has led Russia where it now is,” he said in a recent commentary.

CNN —When Westerners talk about the conflict in Ukraine becoming a “forever war,” they tend to mean it as a bad thing. As the forever war becomes the organising principle of “late Putinism,” it excuses — even demands — the tightening grip of repression Putin needs to maintain his control of the nation. From Putin’s point of view, talk of a ‘forever war’ has one final virtue for him — it is demoralising to his enemies. However, from his point of view, talk of a “forever war” has one final virtue for him — it is demoralising to his enemies. No war lasts forever, but peace is still well over the horizon.

The message behind Putin’s Wagner meeting
  + stars: | 2023-09-30 | by ( Nathan Hodge | ) edition.cnn.com   time to read: +5 min
In a televised meeting Friday, Putin met with Russia’s Deputy Defense Minister Yunus-Bek Yevkurov and former Wagner commander Andrey Troshev, according to a partial transcript published by the Kremlin. But unpack the language, and Putin’s Friday meeting appeared to put a reassuring gloss on the Russian government’s attempt to bring the mercenary group to heel. “I would like to talk to you about issues of a social nature,” Putin told Troshev, without naming Wagner. Wagner has supported the Libyan National Army for several years, reportedly backing Haftar’s 2019-2020 military campaign against the Tripoli-based government. If Friday’s meeting is any guide, Yevkurov appears to be a point man for future Wagner activity while Troshev takes on a different brief: overseeing Wagner 2.0 for the war in Ukraine.

Covert strikes by Ukraine in Sudan would mark a dramatic and provocative expansion of Kyiv’s theater of war against Moscow. Aside from a string of Ukrainian drone attacks that hit deep inside Russian territory, Ukraine’s ongoing counter-offensive has been focused on the country’s occupied east and south. A high-level Sudanese military source said he had “no knowledge of a Ukrainian operation in Sudan” and did not believe it was true. What appears to be a DJI MAVIC 3 drone can be seen in the videos filming the drone strikes. Six drone strikes targeted pickup trucks driving on Shambat bridge.

Kyiv CNN —Ukraine’s President Volodymyr Zelensky has said the death of Yevgeny Prigozhin – the Russian mercenary leader whose plane crashed weeks after he led a mutiny against Moscow’s military leadership – shows what happens when people make deals with Russian leader Vladimir Putin. “When you want to have a compromise or a dialogue with somebody, you cannot do it with a liar,” Volodymyr Zelensky said. The Wagner leader’s dramatic death, which followed a short-lived rebellion that threatened the authority of the Russian president, was a warning to be heeded, Zelensky suggested. Ukraine's President Volodymyr Zelensky spoke with CNN's Fareed Zakaria on Friday. African leaders allied with Russia had grown used to dealing with Yevgeny V. Prigozhin, the swaggering, profane mercenary leader who traveled the continent by private jet, offering to prop up shaky regimes with guns and propaganda in return for gold and diamonds. But the Russian delegation that toured three African countries last week was led by a very different figure, the starchy deputy defense minister Yunus-bek Yevkurov. Dressed in a khaki uniform and a “telnyashka” — the horizontally-striped undergarment of Russian armed forces — he signaled conformity and restraint, giving assurances wrapped in polite language. “We will do our best to help you,” he said at a news conference in Burkina Faso. The contrast with the flamboyant Mr. Prigozhin could not have been sharper, and it aligned with the message the Kremlin was delivering: After Mr. Prigozhin’s death in a plane crash last month, Russia’s operations in Africa were coming under new management.

The death of Yevgeny Prigozhin, the Wagner mercenary chief, has set off intense speculation over the future of the world’s most dangerous private army. In reality, the departure of the boss may not change much. After Mr. Prighozin’s failed mutiny in June, President Vladimir Putin forced many Wagner mercenaries to surrender their weapons to the Russian military, granting his generals their wish. Reports emerged on Thursday that the Russian government is now moving to take control of operations of the enterprise there that Mr. Prigozhin built as a conflict entrepreneur. It is simply too profitable for Mr. Putin to fully disband.

A 2013 video of Vladimir Putin at his former judo coach Anatoly Rakhlin’s memorial has resurfaced on social media, with users falsely claiming it shows the Russian President attending Wagner Chief Yevgeny Prigozhin’s funeral. The social media clip captures the Russian president placing flowers on a coffin, greeting people, and paying his respects above an open casket before eventually refusing to get into his limousine. In the last few seconds of the video, Putin can be seen walking away alone. For example, Putin can be seen next to the casket at 28s in the YouTube video and at 16s in the social media clip. He can then be seen walking alone at 1:18 and 42s in the two clips respectively.

CNN —A new video published by pro-Wagner PMC Telegram channel Grey Zone on Wednesday appears to show Wagner chief Yevgeny Prigozhin claiming to be in Africa shortly before his death. It is unclear when or where the video was shot, but Prigozhin seems unbothered about his safety and well-being, and tells his audience from a moving vehicle that he is doing fine. Prigozhin’s words suggest the video could have been recorded on the weekend of August 19. The gear that Prigozhin is wearing resembles what he wore in the only other recent video where he is said to be in Africa, which surfaced on August 21. Prigozhin died in a plane crash on August 23 along with nine other passengers while en route to St. Petersburg.

Details about Mr. Prigozhin’s funeral, including the date and whether members of the public would be allowed to attend, were unclear for days. The secrecy reflected the sensitivities surrounding Mr. Prigozhin, a longtime ally of Mr. Putin who launched a failed mutiny against Moscow’s military leadership in June. Its cause remains unclear, but U.S. and Western officials believe it was prompted by an explosion on board. Many Western officials have said they think it is likely that Mr. Putin may have played a role in having Mr. Prigozhin killed as retribution for the mercenary chief’s short-lived mutiny in June. That left room for days of speculation about whether Mr. Prigozhin was really on the plane.
